Jay Williams was appointed by President Obama to serve as the Assistant Secretary of Commerce for Economic Development and was sworn into office on Tuesday, May 20, 2014.
As the Administrator of the U.S. Department of Commerce’s Economic Development Administration (EDA), Williams is charged with leading the federal economic development agenda by promoting innovation and competitiveness, preparing American regions for growth and success in the global economy.
Prior to joining the Department of Commerce, Jay served as the executive director of the Office of Recovery for Auto Communities and Workers. In this capacity, he worked directly with state and local stakeholders in areas affected by the changing American automotive industry to deliver federal support to ensure they returned to better economic condition.
He also served in the White House as Deputy Director for the White House Office of Intergovernmental Affairs. In this position, he led efforts to engage mayors, city council members, and county officials around the country.
Williams served as the Mayor of Youngstown, Ohio from 2006 to August 1, 2011. During his tenure as Mayor of Youngstown, Williams led efforts that had a direct impact on improving the quality of life for the citizens of Youngstown.
Williams is the recipient of the 2007 John F. Kennedy New Frontier Award. The JFK Library Foundation, in conjunction with the Harvard University Institute of Politics, annually recognizes two exceptional young Americans- under the age of 40, whose contributions in elective office, community service or advocacy demonstrate the impact and value of public service in the spirit of President John F. Kennedy.
Prior to being elected, Williams spent five years as the Director of Community Development for the city. Before transitioning into public service, Williams enjoyed a distinguished career in banking, which included stints at the Federal Reserve Bank of Cleveland and First Place Bank, as a vice president.
Assistant Secretary Williams was born and raised in Youngstown. He graduated from Youngstown State University with a B.S.B.A., majoring in finance.
Jim Schultz | co-founder and CEO of Intersect Illinois
Prior to becoming the CEO of Intersect Illinois, Governor Bruce Rauner named Jim Schultz Director of the Illinois Department of Commerce in February 2015. He is a fifth generation Illinoisan, agribusiness entrepreneur, and private equity executive.
In the most pioneering fashion, Jim and his family have farmed and built businesses throughout the State since 1840. In his hometown of Effingham, Illinois, Jim invested in a network center that created over 1,500 professional jobs for college graduates. He gained extensive leadership experience with early-stage capital expansion during his time at Open Prairie Ventures and Telemind Capital Corporation. As Chairman and Founder of Open Prairie Ventures, Jim ran private equity funds with investments in innovative technologies for agriculture, medical devices, and information systems. As President of Telemind Capital, Jim served as the financial expert on mergers and acquisitions for clients in software development, banking, manufacturing, retail, healthcare, and entertainment.
Jim is a recognized leader throughout the State of Illinois. He has served as Chairman of the Board for Prime Banc Corporation, the Illinois Chamber of Commerce, the Southeast Illinois Community Foundation, and the Effingham County Community Foundation. Jim also served on the Advisory Board for the Chicago Federal Reserve.
Jim earned his MBA in Finance & Entrepreneurship from Northwestern University, a Juris Doctor Degree in Corporate Finance from DePaul University, and a Bachelor of Science Degree in Business Administration from Southern Methodist University. Jim was born in Teutopolis, Illinois, and he currently lives in Effingham, Illinois, where he and his wife Laura raised their three sons
Michael Gould has over 28 years of experience in economic development and organization management. Gould serves as manager for business retention and recruitment in the Business Development Division of the Iowa Economic Development Authority (IEDA). Gould also serves as manager of business retention for 22 counties in eastern Iowa and serves as the manager of financial and insurance development for IEDA.
Prior to accepting his current position at the IEDA, Gould served worked in the private sector for 15 years as President and CEO of the Fort Collins (CO) Chamber of Commerce, Executive Director of the Muscatine Chamber of Commerce and Director of Convention and Tourism for the Burlington Area Chamber of Commerce.
Gould is a graduate of Economic Development Institute and the US Chamber’s Institute for Organization Management. He has also received the Certified Chamber Executive (CCE) designation. He holds a Bachelor of Arts degree in Political Science from Drake University and has initiated work on a master’s degree in Public Relations from the University of Northern Iowa.
Technology In Transportation Session
Stuart Anderson graduated with a BS degree in Civil Engineering from Iowa State University in 1991 and is currently Director of the Planning, Programming and Modal Division at the Iowa Department of Transportation. The Division is responsible for long-range multi-modal transportation planning and programming and the administration of modal funding programs.
Patrick K. McKenna | Missouri Director Of Transportation
Patrick K. Mckenna became Director of MoDOT on Dec. 7, 2015. Previously, he served as the Deputy Commissioner for the New Hampshire Department of Transportation, a role that is chief financial, operating and legislative officer for the organization.
As Director of MoDOT, McKenna oversees all operations for the department.
McKenna has a Bachelor’s of Science Degree in Finance from Bentley University and a Master’s of Science in Management and Finance from the University of Maryland University College.
He and his wife, Suzanne, are enjoying raising two sons, Patrick Jr. and Connor and a daughter, Kelsey.
Randall S. Blankenhorn was appointed Illinois Transportation Secretary by Governor Bruce Rauner in January 2015. As head of the Illinois Department of Transportation, he leads an agency of 10 offices that serve the transportation needs of Illinois across multiple modes, in rural, suburban and urban environments. At IDOT, Blankenhorn oversees a $2.8 billion operating budget that supports a work force of 5,000 employees, with annual oversight of more than $3.2 billion in capital projects.
Prior to his appointment, Blankenhorn was the executive director of the Chicago Metropolitan Agency for Planning, leading that agency since its inception in 2006. At CMAP, Blankenhorn oversaw transportation, land use, housing, economic development, environmental and other quality-of-life issues in the seven-county region of Northeastern Illinois.
Under his leadership, CMAP implemented GO TO 2040, the first truly comprehensive regional plan for the Chicago metropolitan area in more than a century. He worked closely with 284 municipalities and scores of stakeholder groups to put into action the plan’s strategies for aligning public policies and investments, seeking to maximize the benefit of the scarce resources in a region anticipated to add 2 million new residents over the next three decades.
His appointment as Transportation Secretary represents a return to IDOT, after having worked at the agency for 22 years. While at IDOT, Blankenhorn served in a number of key positions in both the policy and planning divisions, eventually rising to the Bureau Chief of Urban Program Planning, coordinating the activities of the state’s 14 Metropolitan Planning Organizations. Blankenhorn was the point person for planning on a number of major infrastructure projects throughout Illinois, including the south extension of Interstate 355 in Will County and the new Mississippi River Bridge in Metro East.

Debra Lyons | Senior Director, ACT Center for Workforce Advancement
Debra Lyons has recently been named as senior director to the newly formed ACT Center for Workforce Advancement. Here she will utilize her experience and entrepreneurial skills to successfully launch this new endeavor for ACT. She serves as Executive Director to the National Workforce Solutions Advisory Board, an organization of c-level business leaders who provide guidance on ACT Work Ready Communities.
Lyons is the chief architect for ACT Work Ready Communities, a unique opportunity ACT, as a 501c3 public trust, provides to all states. ACT Work Ready Communities is a data driven approach designed to take ACT workforce solutions to help states and communities to align resources, establish goals, use information to close skills gap and develop a workforce aligned to the needs of employers. She oversaw the initiative from its conception to currently being active in twenty four states and hundreds of counties.
James M. Kammerer, M.B.A. | VP Support Services, Great River Health Systems
Great River Health Systems, Inc is an integrated health-care system that includes: a 378-bed regional medical center; retail pharmacies; retail medical equipment and supplies services; outpatient renal dialysis center; and a network of specialty and primary-care clinics located throughout southeast Iowa, west-central Illinois and northeast Missouri. In this role, he is responsible for initiating, developing and implementing employment, compensation, benefits, employee relations, labor relations programs, workforce development, policies and procedures.
Jim has been with Great River since June of 1995.
Jim received his bachelor’s degree from the University of Iowa, Iowa City, Iowa and his Master’s of Business Administration from St. Ambrose University, Davenport, Iowa.
JoEllen Randall joined Blessing Health System in July, 2010 as the Vice President of Human Resources. JoEllen has over 35 years of Human Resource leadership experience including all Human Resources functions in addition to development and implementation of wellness programs (both internal and external); several leadership roles for Studer Group Hardwiring Excellence; transitioning of salary, benefits in purchase of health care organizations/physician practices.
JoEllen obtained a Master’s in Business Administration with an emphasis in Human Resources from the University of Phoenix. She is certified by the Society of Human Resources Management (SHRM) as a Professional in Human Resources. JoEllen is a member of the local (President Elect) and national SHRM; American Society Healthcare Human Resource Association (ASHHRA); Central Illinois Society Healthcare Human Resource Association (President Elect), She presently services on a local child development center board of directors and the YMCA of Quincy Board of Directors.
Becky Crane joined General Mills in 2003. Her 13 years with General Mills includes being logistics manager and operations manager, as well as supply chain development manager, for various brands within the company in several locations. Her role with General Mills has taken her to many places including Iowa, Missouri, New Jersey and New York.
In 2015, Becky became the Plant Manager for the Hannibal, MO location in charge of directing and coordinating plant activities and operations. Becky has been married to her husband Clay for 9 years and they have 2 young children, Addison and Peyton, as well as Ruby and Scarlett, the family mini schnauzer and cocker spaniel.
